Support is unfortunately pretty slow. Invitations for linking a channel can take up to two weeks or so, and support emails usually take a few days to be processed and responded to.

CPM is not what you get paid. What you get paid is the Estimated Revenue. The cost per mille (CPM) is what it costs to run those advertisements on your videos. You have stated that your estimated revenue is about $30, and you received $30. You got paid what you were owed.

The 30 day waiting period is set by YouTube. As such, you cannot speed it up.
