If you can't get questions from your actual viewers, I'd advise against this. I did my first QnA at 500 subs and wish I hadn't until I was larger. I only got 5-6 questions. Forum users might ask you questions, but it's very unlikely they'll follow up and watch your video to see the answers.

You don't necessarily need to make an entire video for it, but it might be sweet to mention it at the beggining of a video to say thank you to your viewers.

Honestly i think you're too young to start. Wait til you have life a bit more sorted out and you've developed more organizational and social skills. Youtube takes a lot of time, make sure you have plenty of it.

Keep following their tips and guidance. That's what they provide to you as a partner, they won't actually promote your channel. Growing your channel is up to you, and how you use the tools they provide and the feedback the community provides.
