The one thousand views per month requirement is a good guideline but Freedom! is pretty flexible with its partners. If you don't quite meet this requirement yet, you can still feel free to apply. Just don't have an empty channel and make sure that you own permissions to use all the content on your channel! That's the most important thing, make sure your channel doesn't violate any copyrights.
