Before we can pay you, please see your YouTube dashboard and click "Learn More" just like in this video. Also, be sure to follow this to monetize all your videos quickly.--- what is this and how can I fix this?

From what I understand it's just a bug in the dashboard. I have been partnered for several years and I also have the notification. If you are confirmed as a partner and all your videos are monetised, just ignore the pop-up.
If you are not partnered yet, or haven't monetised all of your videos then do so. It probably won't make the pop-up go away, but it's good to make sure everything is in order.

If your YouTube features page says that you are partnered then it is just a bug in the dashboard, you can just ignore it
