I dont know, I think you must find it out, because every person has an other "scare-value" (dont know the english word ^^)
90% of them are free to play, find it out

Dead by Daylight! The game is on Steam and it's a multiplayer horror game, consisting of one killer and four survivors, blah blah blah and all that. I play it often and the horror factor is amazing in the game. Though, sometimes it fades away due to the fact you can get irritated for getting caught too much.

Spooky's Jump Scare Mansion is a pretty good one. And it's free on Steam. The DLC, Karamari Hospital, costs only $2, and it's even scarier than the main game.
