i saw this lately on my second channel why it isn't in youtube partner program like the first channel ?

Its a new update to the dashboard that YPP feature so it might take some time to update. As long as you have been to https://www.youtube.com/account_monetization and it doesn't show the blue button saying review your terms then you are ready to go
