To get a revenue share increase you need a fast growing channel. As far as I'm aware there are no Hindi support staff so you might want to use tools such as Google Translator.

You can use the background music, news video footage, merch, etc.

If you create music, you can ask Freedom to submit that to CID. For other videos this is not something YouTube offers because Content ID is a channel feature, meaning you can only enable it on all your videos at once through normal YouTube. You can submit music you've made yourself (not remixes either) to Content ID separately using a network or distribution company. As you've said you own an education channel that won't happen in any network.
