ok i am seeing this Freedom dashboard thing on my another channel too, and its not partnered with freedom, why is this happening?

That it a bug with dashboard, if your channel shows that it is partnered on this page everything is ok https://www.youtube.com/features

It can take some time for your channel to get accepted, however if it has been over a week and the learn more button still doesn't show up contact the support team.
