I did use OBS but my webcam quality came out really bad and also the video wasn't that great. I have a Logitech webcam that records at 720p and the screen recorder for OBS recorded at I believe 1080p but I'm not sure because I deleted it. I decided to give it a try and rendered it in Sony Vegas but my webcam was delayed and the screen recorded. If you know what I mean. Even after I rendered it at 1080p60 it still was crappy quality.

If the video quality is horrible, it is going to be horrible even after rendering. After rendering, you are just recoding it into a slightly more compressed fashion than the default. As well should go in hand, if your video is not 60fps native, rendering it at 60 won't make it 60fps.
Anyways, try using the webcam's native recording software (outside of OBS), and then make sure you aren't using any compression inside OBS since that may contribute to loss of quality.
