Due to YouTube's new rules now you sadly need 10000+ Views to monetize content and join a Network sadly.

Sorry to hear that your channel has not been accepted into the Freedom Network, as noted by LW001 above, under new rules by Youtube you aren't able to join any network until you have hit 10K lifetime views unfortunately (unless you still have an active monetisation policy). Had you previously spoken to the support team regarding your application as a year and a half (if that is a true recollection) is a long time to be waiting without any notifications or outreach?

Dear Member, although I'm not a mod, but I do have some useful information,
There are ways to get partnered with Freedom network, one of them being is having the monetization enabled before the new rule was regualized, that being said, give enough proof from https://www.youtube.com/features -- If you have the monetization enabled, then you are eligible for joining the network, though providing the proof is necessary.
