Solved I cant partner with freedom. why??

im trying to get partnerd with freedom but in the dashboard i dont see anything. neither in the chanel setttings etc..
do i have to partner with youtube to partner with freedom?

Its have been 2 days yet no learn more button or anything. i have a video up and verified my account. in the sticky thread it said up to 2 days
