The most likely case is your channel has: possibly got a copyright strike, your channel is very new, your channel doesn't get enough views, You entered invalid information and they couldn't offer you the partnership.
These could be silly reasons but these are some things that to me, seem reasonable. I'd wait a few weeks and possibly re-apply.
