Well i'm not too sure as Fallout contains a live action trailer. But you could indeed contact the content maker about this.
I am actually pretty sure its NOT allowed to use trailers, after all publishers tend to spend a lot of money on making the said trailer so letting others use it is allmost never something they want to do.
As to this initial question, it depends on HOW you want to use it, because it can still fall under the "Fair use" law, though that is tricky in multiple ways.

When you use trailers in you're YouTube videos YouTube will warn you about copyright issues which will result in a strike. What you can do is contact Bethseda at www.bethsoft.com and contact them via their support and they should provide with all copyright information. You could also request a legal document as you should have be able to provide that to YouTube in order to get rid of the copyright claim. I hope I answered you're question clearly.
