Nothing is specifically set to be under fair use. A song can't be fair use, your usage of it in your own content can be.
Fair use applies to all creative content in the public domain that is protected by copyright. If you make a video around someone else's video and use clips from his video to add to your own video it's fine. Note that music isn't covered by fair use when played in the background of a video.
As mentioned above fair use isn't a blanket cover all for what you do with specific content. It's how you change this and adapt it that determines if you could claim its fair use.

As I've pointed out multiple times in this post fair use doesn't depend on the content but on how you use it. Fair use can apply to all applicable use cases of any video, song, etc. by law. Whether or not your usage of that content is covered by fair use depends on (plain and simple) the way you use it and whether or not it adds to the rest of your video. You can't answer the question "If I put XY in my video, will it be covered by fair use?" with a yes or a no. It depends on so many factors. May I ask what you're planning to use the song for?
