What computer parts are suited to make a good editing and recording pc? I'm using an legato HD60, may go to the pro if I have enough money.

Well elgato it self has the part in it

If you're going to try to get 1080p60, you need a CPU/GPU/RAM combination that will support it no matter what.
However, on only $700, it'll be difficult to get 1080p60 solid. I'd recommend waiting until you can afford some slightly greater components.
Compromise is the enemy of quality.
