I see a lot of cinematic trailer channels. So when a new movie comes out they get the movie trailer upload to their channel. Is that allowed?

Technically it's Copyright Infringement. Mostly these videos get claimed by the movie company nevertheless.

If you have explicit permission by the creators of all music, video and other assets used you have rights for it. Parts can also be used in Fair Use though I wouldn't like to depend on that.
