Spring season (since we're talking about it and not summer season from the looks of it) was pretty lame in my opinion, there were some watchable anime like kabaneri, but nothing that really stood out.

Hello, if it is using the same g+ account then you can "add" it via dashboard, but it will still go trough the review process. If it is a different account then you will have to do the whole application all over again.

Hello, I did not really finish reading the details of request, because the real question is... Is this a paid request ? Just looking at first few lines of it, you want 2 illustrated characters, that alone would take a good artist few hours to make lineart of, and probably couple more to get...
