AFAIK with thumbnails you have no worries, in the old MCN I worked at they had a huge legal team and IIRC they said thumbnails fall under fair use and it's literally like 99.99% chance you'll never have an issue with it.

No, it actually makes it worse! :( As a summary, if your tags really match your description and title you will get way more views, if your description is short your tags aren't always matching up and YouTube will place you lower in search.
