Paid Content is just another way of saying monetize your videos, to where you can have ads running on the videos so you can get some income from it.

When you have a lot of traffic on one video, YouTube's system will freeze the view count and make sure that there's not a bot kind of racking up "fake" views. Once all that is sorted out, your video's numbers will increase as normal.
