That is actually not the case. The YouTube Partner Program, as far as I've seen is only for earning ad rev. Nothing else will be affected, like, at all. Trust me, I was making videos for almost a year before I started monetizing my videos, and I was able to use the other features back then.

I kinda do it for both. I only get between $1 and $2 on PayPal a month, sometimes more, and only use that money to buy games from Steam, but only when they are on sale.
