I just want to say that I am not supporting or saying that I am doing sub for sub in any way, I just want to ask if it is even allowed by YouTube? Would YouTube actually do anything if they find out that someone is doing sub for sub or do they just not care?

But, for the mere purpose of just gaining subscribers for a useless reason is very much frowned upon by YouTube and is in large part the reason why they implemented a 2000 subscription limit, trying to curtail this practice of sub4sub and moreover the spam that goes along with it. You really only want real legit subscribers that are actually going to be interested in your content and watching your videos.
It's possible to get your account banned if you're spamming it. If you are going to affiliated sub4sub channels and lobbying for subs via the sub4sub method, then probably not. But, if you're spamming sub4sub on channels that have nothing to do with this practice and doing it in a very unsolicited fashion, then it's possible.

Thanks for letting me know, I don't ever do sub for sub, I just like to know as much as I can.
Why are people still doing it if it could possibly lose them them their account? It seems to make even less sense now.Nope not allowed, haven't heard of any channels being terminated for it though
Because they want to become big and they realised that YouTube isn't easy. They think that getting more subscribers will help them.
In reality it's the mix of both subscribers and views.
I think the main thing is they don't know better, if they are new to youtube and see someone doing it then they follow suit.
It's actually the same for likes, comments, shares, and every other metric.
YouTube does not allow any kind of mechanically falsified statistics, but they aren't doing anything to stop it since the more people do it, the more likely they'll be to delete their channel later on which lessens the load on the YouTube service.

It's a catch 22... to get more subs you need more views, but in order to get views you need people watching your videos (aka subs)
