Firstly, does your channel meet YouTube's requirements for monetization? Those are 1000 Subscribers and 4000 yearly watch hours.
After that apply for YouTube monetization at https://youtube.com/account_monetization and wait. This can take from a few days to months sometimes.
Once you're accepted there and have 5000 Subscribers OR 100 000 monthly views you can apply to join Freedom! on your Freedom! Dashboard.
