Still shows "We're currently experiencing issues inviting channels due to request volumes, and will let you know once this is resolved. Hi, invites for new channels are currently paused, so it can take 30 days more to get your channel reviewed.

Ensure you have Monetisation enabled through AdSense, no Strikes and a low amount of claims as well as 5+ public videos.
