Payback time -> Loud Neigbor

So guys I've been having a real rough sleeping routine as of late, just a quick explanation:

We had a neighbor couple in the downstairs apartment but now they split up and only the dude still lives there... Seem he feels like he needs to act out by partying all night and having people over until 6 am in the morning. My apartment building has extremely bad isolation and I can't sleep because of the noise. Oh yeah and did I mention he bought a boombox bass thing that shakes up the apartment ever so often

* I already went to the guy a few times to talk and tell him straight up to stop it.
* Reported at the apartment building council... No action
* The loudness go in faces so calling the police would be useless because it's not constant.

Any ideas what I can do against this guy what doesn't get me into trouble?
Ps. There also little kids in my building and I don't want to make noise back and waking them up as well.

Probably best not to start an argument or do anything with it personally, better off getting the police to check it out if it's still going on after 1am. Even if it goes on and off I'm sure they are used to dealing with things like that and I'm sure everyone else in the area is also sick of it.

I'd say call the police.

Usually there's curfew around neighborhood areas, so if they're breaking curfew, I think you have every right to call the police and file a noise complaint.

Register a noise complaint with the local police department. It is evident that speaking to him directly isn't going to make a difference.

Once a week would be alright. In all seriousness if its EVERY NIGHT then that's a bit much. I'm sure there is a way you can report them. Over here in Scotland you get an ASBO and if you get three you get kicked out your house and forced to find one somewhere else.
