Is there a term for this kind of animation?

I was watching a clip of The Hobbit (1977), and wanted to know if there was a term for the kind of hand-drawn animation where there is not a lot of constant movement, like Don Bluth does. I'm referring to parts of these cartoons/movies where it looks like we're seeing the exact same frame, but the character's mouth is the only thing moving. You know, kinda like the animation in Pokemon.

Hmmmm interesting, I am not aware of any term that would be publicly used for such style of animation, but I guess that people working in that field would have a term for it, if you can catch a professional animator or someone like that im sure he could shed some light on it. Let me know if you find that out :)
