It seems to be disabled as part of joining the Freedom! network, or a subnetwork powered by Freedom!

You do not want to activate it. Paid Content means that people need to pay a monthly subscription in order to view your content and is meant for things like TV stations to use.. No one will subscribe to you if you do this.

Stick to ad monetization.

Unless you have people willing to pay to view your videos then no. You will most likely get 0 views per video with it activated.

It is meant for major tv / broadcasting companies rather than individuals.
