I'd go look around pcpaetpicker or linustechtips for cheap builds

You can build one like this one - http://pcpartpicker.com/p/Z32bqs But... You won't have windows on it, unless you pirate it. I'd recommend gaming on Linux Mint, or Ubuntu instead of Steam OS, Ubuntu is very friendly, and can play GMod CS:GO and Minecraft.
