YouTube Partner Program?

So, I just got a notification for the YouTube Partner Program. Does anyone know what it is? There's no way to decline it so it keeps popping up and it's really annoying. I would just join it, but there isn't much info about it for YouTube gamers. I don't want my gaming videos to get copyrighted for being monetized from google. It says they've worked with my MCN, but I'm still not sure. What should i do?
